LLANBADERN FAWR COMMUNITY COUNCIL

 

           

Minutes of Meeting held on Thursday 2nd August, 2007 in Crossgates Community Centre.

 

Present:           Nick Shepperd (Chair), County Councillor Fred Barker, Phil Knill, Terry Simpson, Derek Price, Marianne Lewis and Cynthia Shepperd.

 

Apologies for Absence:         Huw Jeffreys and John Harding

 

Minutes of Meeting held on 5th July were agreed to be a correct record and signed by Mr. Shepperd.

 

Highway Matters:     

No reply from police concerning speed restrictions on the A483.  Further letter to be sent.  Further developments with suggested road markings on the A483 to be monitored.

 

Bus Shelter:    

Final approval needs to be sought from Highways.  An approximate cost of £3-£3,500 is envisaged and design to be agreed.  Size and availability of grants from PCC to be investigated. Suggest Precept to be increased at the November meeting to go towards covering cost.  Insurance to cover shelter is in place.

 

Financial:    

Final Balance Sheet received from accountant signed by Mr. Shepperd and Mr.   Price and to be returned to auditors.  An invoice for £94.50 received for the additional work involved in finalizing the Accounts.  Accountants advised that VAT can be claimed for the past year and application has been made.  Community Centre have raised the Affiliation charges by £10 per annum from January 2008.

 

Correspondence:    

PCC have responded to the suggestion of 50% reduction between midnight and 5 a.m. in all residential areas but not on the trunk roads.  Mr. Shepperd to speak to them again in September.  Mr. Price to complete questionnaire from Rural Wales Observatory.               

 

Planning:        

Alterations to footpaths to avoid working farmyards agreed.

 

Any other business:   

Councillor Barker reported on the ownership of the bungalow on the roundabout as now belonging to Avisco and would follow up as to what they had in mind for its future.  The condition and future of the two cottages opposite the Post Office are in abeyance. 

Questionable building/living activities at Cefn Penarth had been investigated by Councillor Barker and although access road approved, building/living not so and would be monitored in the light of complaints of children and adult parties causing disturbance and will be visited by Powys C.C. Planning Enforcement.

The footpath between Tan y Fron and Rock Road was in need of severe grass cutting to determine the footpath and general maintenance to improve its usage.  Mr. Price  to look into this.   

Advertising signs in the village were multiplying and being erected far too much in advance of their date and not always being taken down soon after the event in question.  To be monitored.

Councillor Barker had discussed at length with council officials the need of child safety signs in the Greenways area of Meadow Rise and a ‘warning’ sign will be painted on the roadway. 

Mr. Shepperd had attended the Community Centre AGM and reported that finances were in order and the main project would be the raising of funds through Grants where applicable for the repair of the roof.

Mrs. Shepperd, attending in lieu of a Clerk, requested that an advertisement be made for this position but in the meantime would be happy to continue to the end of the year or until a replacement had been found.  An advertisement will be placed in the local Post Office and at the Volunteer Bureau in Llandrindod Wells.
