Minutes of the meeting held on Thursday 6th August 2009

Keep Wales Tidy Presentation by Rachel Palmer
Tidy Towns is a project funded by WAG, local authorities and Keep Wales Tidy; it started with community groups “adopting a riverbank”, this was then extended to coasts and beaches. The idea was to clean and maintain these areas. Then came “Tidy Towns”. Every county of Wales has an employed officer for co-coordinating this project. They support existing groups such as WI and YFC. They are mainly small projects to target black spots in communities and transform run down areas. Projects include small nature areas and gardens. Small grants are available for equipment for projects in public access areas. Tidy Wales Week is 21st – 27th September, all are encouraged to get involved with a small local project. Councillors will think of any local areas/places that could be a project within their community. Clerk/Chairman to contact Rachel Palmer if any further assistance is needed.

3. Highways Matters:
Local Resident has complained about over hanging hedges on pavement south east to roundabout – this has been reported to Powys Highways and a job number has been raised and should be dealt with.
Ongoing matter of drainage on footpath between Tanyfron and Rock Road, councilors keen to get it sorted before the winter as hazardous when freezes over – Derek to look in to.
Veolia buses appear to be mounting the kerb/verge causing damage at entrance to Oak Tree Meadow whilst turning to garage for petrol – possibility of tripping hazard – Derek to investigate further.
4. Update from Fred Barker, PCC
Matter of merger between PCC and LHB as discussed at previous meeting – it was decided that member of the board needed more time to make a final decision therefore an extension was given until 1st /2nd week of September.
Council requested that an approx figure for the cost of the proposed wheelie bins was obtained from PCC.
Councillor Barker stated that PCC has said that savings of near £13 million need to be made in the next financial year.

6. Village & Community Issues
Vandalism at school reported to police and community council.
Dog fouling bin requested for Guidfa Meadows following article read in local Powys Red Kite publication
Councillor Barker expressed concern about the state of Bath Cottage, bungalow to south of roundabout and the Pub, as all empty properties all in unkempt manner. All privately owned; community council has little influence.
Tidy Towns Initiative – who could help? Maybe RWT or similar organizations. Jenny, Terry and Peter suggested possible areas such as the station and community centre; private property owners should be encouraged to take pride in own areas – this should not be part of the project for the council. The community council annually pay for the cutting of the grass areas within the village over the summer periods.
Councillor Barker feels that comm.council should be more forceful with letters to said property owners to take more pride. If no reply in received then the press should be informed.
Peter attended AGM of Community Centre stating that outcomes were; new committee has been formed; the constitution is to be re-written; they will meet again on 27th August to discuss the constitution.
Issues of caravans/cefn wood area still no reply from PCC. Nick to contact Shaun Thomas, if no satisfactory reply is received by the next meeting a letter to the press will be drafted.

Peter asked to look at the standing orders of council with a view to amendments with regard to new code of conduct by next AGM in May 2010. Clerk to forward copies to Peter of both documents.
Community Council will be flexible as to which room they hold their meeting in – hall or small side room dependant on other booking at the community centre.
