Minutes of the meeting held on Thursday 3rd December

 

 

Present:

Philip Knill, Derek Price (chair), Huw Jeffries, Jo Early, Sue and Tony Cooke (members of public)

2.         Minutes from last meeting - approved

Matters arising:- none

 

3.         Highway Matters

·         Footpath at Briarfield – Derek to chase previous requests

·         Fencing at leading toward Penybont Station and overhang onto pavement – Derek to chase original request.

·         Motor Home situated on The Fron layby – clerk to email ailsa Lawson; community policing officer.

4.         Update from Powys County Council

·         None

 

5.         Website Update

·         2988 hits to date

·         Ringmaster policing are regularly updated

·         Replies posted to residents comments, ie: circular trials walks, emphasizing that walk is still a work in progress and that it is not finished yet.

·          

6.         Village and Community Issues

·         Village hall revenue grant guidance meeting attended by Huw Jeffries.  Total figures could not be confirmed by Jenni Thomas; but it was confirmed that funding will be based on 30%, 35% and 35% breakdown.  No funding will exceed £3000.

·         In February 2008, Sue and Tony Cooke took the maintenance of the grounds of Penybont station on as a project.  The sign has been removed to be re-done.  They have had problems with funding and accessing certain areas of the station.  They would like Rachel Palmer, contact for tidy towns initiative, to see if any funding available.  Asked if maybe community council would be able to contribute anything to their budget – to be discussed at next meeting.  Derek to investigate possibility of road sign off the roundabout at Crossgates signaling the station, also at the entrance to the station.  Clerk to keep the Cookes’ updated.

 

7.         Financial Reports

·         Current account balance at 22nd November - £345.01, precept received start of Dec, not accounted in balance.

·         Invoice requested from community centre committee for rent due to date.

·         Clerk invoice for Oct, Nov and Dec - £484 paid

·         PCC – precept request – budget to be formed for 2010-2011 – to be discussed at next meeting.

 

8.         Correspondence

·         PCC – casual vacancy guidelines – no action.

·         PCC – Powys Local Housing Market Assessment Questionnaire – not applicable to this area – no action.

·         Local Clerks Training invitation – no action

·         Dyfed Powys Police – community consultation 2009 – received too late to action

·         CAB – donation letter – no action

·         PCC – Future recycling and refuse collection service – confirmation that the move is delayed.

·         Mid West and Wales Fire Authority – Annual Action plan 2010-2011 – to be filed.

·         WAG – Proposed guidance for fire rescue service consultation document – no action

·         LHB –Delivery of 21st century care – annual report 2008-2009

 

9.         Planning

·         P2009 1991 – development of 3 dwellings, proposed access and connection at existing chalet and shop site – no objections just query the exisiting soakaway ‘should’ be used. Clerk to inform planning officer of comments.
