Minutes of the meeting held on Thursday 2nd March 2010

Matters arising:- - none
3. Highway Matters
· Motor Home that was in the lay-by on The Fron has now been moved.
· No feedback has been received to date re the possible change of road marking @ the Tan-y-fron turning.
4. Update from Powys County Council
Update on school closures – full council meeting held last week; each councilor had 30+ letters each objecting to the plans. Original document stating modernisation has been withdrawn. A new approach is to take all propositions into account including the 4 original proposals. The decision has gone back to the board to decide the new way forward and the restructure of secondary education in Powys.
Boundary commission update – part of survey was to decide if no. of councilors per area is viable. They have looked at all 22 areas.
5. Village and Community Issues
Community Centre meeting of last night was canceled – it has been rescheduled to Wednesday 7th April 2010.
Derek has prepared a flyer to letter drop through residents in Crossgates to try and raise interest in the village for the community centre.
Local residents have complained about the dog fouling in the village on areas of pavements towards schools, church and Tan-y-fron. Signs and specific bins are needed in the village. Fred Barker will follow up this issue. Lamp-post numbers to be identified and forwarded to Fred Barker.
Fly Tipping is also an issue in the village – this is currently being looked into by environmental health.
Fred Barker reported on the caravan/stable site on the road to Llandrindod – it has been reported to the monitoring officer. An enforcement order may be placed on the site. Fred has asked for a copy of this notice.
5. Website Update

New articles include ringmaster; community centre issues; fish & chip dinner fundraiser; and Penybont station update.
7. Financial Reports
Current account balance at 22nd February - £1747.54
Invoice received from BDO Auditors - £184.00 - paid
£500 community centre grant – cheque issued – clerk to forward
£62 for rent and affiliation fee paid to community centre committee.

WAG – Review of councilors expenses regulations – noted, filed, no action.
Powys Domestic Abuse Forum – fundraising for emergency packs – noted, no action. Councilors feel that it is not their place to spend precept money for charity donations.
Dyfed Powys Police – rearranged consultation meeting invitation – noted, no action.
Community Health Council – list of groups & invite to councilors to join health focus groups – Wendy to attend on 19th April and feedback.
BDO – Winter audit briefing – noted, no action.
