Minutes of the meeting held on Thursday 13th May 2010

Matters arising:- - dog fouling notices & bins to be chased up
3. Highway Matters
· Nothing to report
4. Update from Powys County Council
· End of financial year at county hall, so mostly quiet on news front; mainly concentrating on analysis of ways of working and restructure for the new year. Three new members have been elected on the board – Gary Price is replacing Gwliym Evans; Liam Fitzpatirck has also joined along with Tony Thomas.
· Reference was made to the article in tomorrows County Times in regard to the way of working and actions made within the planning department over the last few years.
5. Village and Community Issues
· Community Centre Committee has had two meetings since the April meeting of the community council. The treasury role seems to be building confidence and an established way of working; along with this there seems to be more local enthusiasm and the future of the centre seems to have more positive outlook. AGM is planned for 2nd June 2010.
· Right of Way footpath walks – it has been reported by a local resident that when walking around the public right of way around the rear of the Church Farm there is an awful lot of farm machinery debris and also once a dead sheep on the area adjacent to the footpath. Concerns were that it was not safe as a lot of rusty machinery and equipment was there. Clerk to inform monitoring officer and right of way. Clerk to access reference on google maps.
· Issue to circular walk footpath crossing the road near Greenway Manor – Derek to investigate signage needed to make this safer.
6. Website Update
· Ringmaster emails are regularly updated.
· Website seen as a very useful tool as it is constantly updated and current.
· Penybont Station issues are up to date and revised.
7. Financial Reports
· Current account balance at 22nd April - £504.89
· Clerk invoice for April - £162.84 - paid
· Proforma invoice from community centre received for Feb/Mar and affiliation fee. Query re rent as has gone up 50p per hour, council wasn't notified of this increase. They are happy to pay increase from 1st April 2010.
8. Correspondence
· PCC – Rights of Way acknowledgment letter re Freeholders Assoc – stated that could be possible prosecution of people found to be putting up such material.
· BDO Audit for year ending March 2010 - clerk to action
· WAG – Powys Unitary Development Plan guidance on relationships and 'a shared community' - noted
· Celt power Ltd – info on trial run letter to existing windfarm at Llandinam – noted.
· Kompan – playground equipment catalogue – noted.
· SMP outdoor fitness range leaflet – noted.
· PCC – Licensing information flyer – noted and derek will take to community centre committee meeting with their reference.
· PCC – Unitary Development Plan – adopted in March 2010 – noted
· Tenovus charity letter – noted, no action.
· PRP – newsletter – noted.
· Ombudsman – code of conduct for members of local authority in Wales; guidance – filed, councillors to read and update themselves.
9. Planning
· P2010 0404 - Erection of a 2 storey extension @ Sunnybank in Llandewi – not in our area.
· P2010 0338 - General purpose farm building at Great Cellws, Crossgates – no objections.
· Query from local resident about local planning issue – a property on Rock Road has built an enclosed porch; converted garage into extra living space and is in the process of building a new garage and a rear extension. Community Council has never seen any planning applications for the above. Clerk to inform monitoring officer to visit site.
· Clerk to print copy off email from Bob Dennison re Veolia garage lights.
