Minutes of the meeting held on Thursday 8th November 2007

3. Community Speed Watch Project & visit from Inspector Eckley
· Ins. Eckley thanked the council for their invitation to the meeting so that he can meet all the community council and get a feel for arising issues.
· He stated that the Speed wise campaign was in action in the area, but unfortunately there are only 5 traffic officers at present to cover the Radnorshire area.
· Ins. Eckley offered the community council the opportunity to go out on site and meet the traffic officers and to see how the equipment is actually used.
· He explained that at present the sites of the Speed Wise vehicles are determined by fatal and serious RTA statistics.
· DPP made a proposal to WAG this year stating that a task van is assigned to a particular problem area eg. The Fron; but this proposal was turned down.
· T.Simpson stated his concern with the number of accidents already this year ; 2 being directly outside his property.
· Ins. Eckley acknowledged that motorbikes on the road where a big problem in this area; they are looking at producing a leaflet stating current legislation as well as stories from families of victims of bike accidents. Also to stage a mock accident in the summer when the problem is at its peak.
· Community Councillors stated that Knills Garage was a meeting point and the riders seem to be in competition as there were 2 fatalities in the same place in Llanbister this year.
ACTION - Ins. Eckley to send Speed Wise dates to council so
Councillors can attend road side operations.
- Ins. Eckley to see if the A-frame speed wise trailer
can be parked up locally to deter speeding.
- Possibility of new initiative; mobile police station to
be parked in garage car park as an information point.
- Ins. Eckley gave his business card to T Simpson and
N Shepperd and we are to email with any new
issues.
4. Highways Matters
· The parking at the Post Office is Crossgates is still a problem, but unfortunately there is no room to lengthen the lay-by at present. This will be kept under review.
· D Price bought up the street lighting problem it was stated that Brian Davies wanted a ballot; if the ballot papers were returned to Brian Davies office the result may be a quicker one.
· Bus Shelter grants no applications received at this time.
· Financing of bus shelters to be looked at again in March with the budget from WAG is known.
· It is the duty of PCC to maintain markings on road/pavement areas.
5. Finance
· Cheque signed for The British Legion; P Knill to attend remembrance service for the Community Council.
· Letter received from BDO Heighward regarding the audit. The closing figure was stated as being different from the opening figure. The independent auditor found nothing to be incorrect. To the best of our knowledge the information is correct. N Shepperd drafted letters of reply, these to be sent if agreed by council agreed.
6. Correspondence
· Letter received from PCC, regarding the revenue grant system in relation to the contributions made from PCC and the Community Council For information only.
· Request for funds from Citizens Advice Bureau no action.
· Request for funds from National Eisteddfod in Cardiff no action.
· Invitation to Ramblers Association, overview of footpaths/maps, Thursday 1st December no action.
· Letter from PCC regarding community council elections to be held at same time as county council elections N Shepperd to contact sender.
· Information received from PCC on secondary school modernization policy and response forms M Lewis to read.
· Primary school admissions 2008/2009 information booklet and poster for the notice board.
· Invitation from PAVO for their AGM & Conference to be held at the RWS on Thursday 15th November no action.
7. Planning Applications
· Fred Barker CC, to report on the leisure and recreation meeting held today (8.11.07). Llandrindod Leisure Centre had applied and received a grant from a store room and 12 bicycles, lights and helmets for public use @ a nominal cost. The Community Council may like to pursue a grant application for a cycle path from Crossgates to Llandrindod, similar to the one in Llanyre.
· Reply received regarding the proposed site of an agricultural unit at the top of Rock Road. It stated that they were unable to disclose the size of premise due to confidentiality. Community Council doesnt see this as a viable site. Fred Barker CC, stated that it was more likely to be the personal financial implications of the site that were confidential rather than the size.
Fred Barker, County Councillor has now left the meeting.
· Planning application PR663700 - Erection of a agricultural building (replacement of existing building) at Brynhunllef, Penybont. No objections to the application.
8. Any other Business
· Discussion on open area at North of primary school.
· Appointment for new Clerk to the Council Miss Jo Early contact details given to N Shepperd. It was agreed that Jo would email/post minutes of this meeting to council members.
