 Minutes of the meeting held on Thursday 5th November

 

Present:

Philip Knill, Derek Price (chair), Terry Simpson, Huw Jeffries, Jo Early, Fred Barker (county councillor), Neil Hilliard – member of public, Jenny Bowman at Metropole Hotel event representing council.

 

1.         Apologies: None

 

            Acceptance of Peter Cross’s resignation – clerk to write letter of thanks.  Info of council vacancies given.

            Election of vice-chairman – Phil has proposed Huw; seconded by Terry; accepted by Huw.

 

2.         Minutes from last meeting - approved

 

            Matters arising:- none

 

3.         Highway Matters

 

·                   Email received from local resident re the footpath toward Penybont station and overlap of new fencing obscuring speed limit sign.  Derek has reported this to the

                    relevant officers at Powys and is awaiting a response.  Clerk to write to Bryan Davies/Shaun Thomas to emphasis point.

·                  

                    Still awaiting road marking response for the Fron/Rock Road junction.

·                  

                    Follow up needed re footpath at Briarfield – water on path again – clerk to chase up.

·                  

                    Site of recycling units still has not been established – station has been ruled out to due access problems.

 

4.         Update from Powys County Council

 

·                   Planning committee meet last week and approved the 22 new houses at Badgers Green; Councillor Barker objected the proposal, stating the all the new houses

                    built in Penybont had failed to attract buyers in the current climate.  Also if it is not completed entirely it will cause unnecessary disruption to current members

                    of Badgers Green.  Sewerage was also questioned at welsh water had stated that the current situation was at its limit.

·                  

                    New waste disposal changes from April 2010 for domestic waste to reduce amount to landfill are being relooked at and Powys C C will look at recommendations

                    and amend or accept but whole programme has been deferred until 2011.

 

5.         Website Update

 

·                   2860 hits to date.  New items added – council vacancies; September minutes added; community centre information; police notices; country walks; school fireworks display.

 

6.         Village and Community Issues

 

·                   Peter no longer representative for council at community centre meetings; clerk to write to inform them of his resignation and state that a new representative is being

                    sought from the community council.

 

·                   Email from Sue Cooke about penybont station; discussed by councilors; station has been adopted under ‘arriva trains adopt a station’.  Clerk to invite Sue to next

                    meeting to see how we could help further.

 

·                   PTA fireworks at Crossgates school on Friday 6th November.

 

7.         Financial Reports

 

·                   Audit changes confirmed.

·                   Community account  - £863.01 CR

·                   PCC Grass Cutting Invoice received - £283.74 - paid

 

 

8.         Correspondence

 

·                    NSPCC Charity Donation Letter – no action

·                    Dyfed Powys Police – policing plan 2010/2013 questionnaire to be completed by 27th November – councilors discussed and clerk to post results.

·                    PCC – Adopt a red phone kiosk – not applicable – no action

·                    PCC - Local Government boundary commission invitation to Brecon – 22nd October – too late to action.

·                    PCC - Casual vacancy information letter; declaration of office form – clerk to file for future use.

·                    PCC – Consultaton for proposed change in allocation of funding of community centres and village halls.  Huw to attend.

·                    Air ambulance – donation letter – no action

·                    WAG – Consultation : local government measure 2009 – statutory guidance – responses required.

·                    P2009 1043 – no objections

·                    P2009 1100 – no objections

 

10.     Any other Business

 

·                 Notice of resignation of Peter Cross and vacancy occurring displayed in village for 10 days.

·                 Vacancies advertised locally for councilors.

·                     Interest declared in becoming a councilor by Neil Hilliard; asked to put in writing to clerk.
