Minutes of meeting held Thursday 4th October 2007, in Crossgates Community

Centre.

 

Present: Nick Shepperd (Chairman); Huw Jeffreys; Phil Knill; Derek Price; County

Councillor Fred Barker; John Harding; Terry Simpson; Sue Cooke (Clerk)

Minutes of previous meeting held on 6th September were amended & agreed

as a correct record, & signed by Mr. Nick Shepperd.

 

Matters arising: Inspector Eckley hopes to be able to attend the next meeting.

 

Open Spaces Meeting; the meeting at the school had been well supported. Plans

are for a meandering path around the school field to link various wildlife & tree

planting areas, with natural forms of seating also being provided. Derek Price will

raise the subject of community access to the field out of school hours.

 

Highway Matters: Powys County Council propose to make improvements to the

white lines on the A483 north of the roundabout in Crossgates, and to revise &

improve the junction where Guidfa Meadows joins the trunk road.

No progress was reported regarding the tipping of soil in the layby.

Community Speed Watch Plan; agreed to wait until Inspector Eckley had

attended the next meeting, but agreed that the Community Council would be

unable to fund this themselves.

 

Street Lighting; A meeting had taken place with a representative from the Street

Lighting department of Powys County Council regarding the proposal to switch

off the street lighting from approx 12.30am to 5.30am (varying with changes due to BST & GMT). The police had been consulted on this matter & agreement

reached that the arrangements could be re-considered if required in the future, & that for specific areas where residents felt vulnerable or where there were steps

for example, the lighting could remain on.  Community Council members agreed

to canvas the villagers on this matter. Derek Price agreed to contact PCC

regarding the availability of existing canvassing matter (ie questionnaires)

 

Powys Unitary Development Plan: County Councillor Fred Barker distributed

copies of the relevant pages from the plan detailing the report on objections for

the area, & explained each one.  Clarity was sought regarding any further

development at Badgers Green, whether 16,206 related to the existing

properties, or additional properties. County Councillor Fred Barker will report

back on this. The committee thanked him, for his report.
