Minutes of the meeting held on Thursday 17th September
Present:

1. Apologies:
None
2. Acceptance of Resignation letter
Accepted resignation of Nick Shepperd – clerk to write letter of thanks for service
3. Acceptance of chair
Derek Price has accepted chairman position, acceptance of office form signed.
4. Election of vice chairman
Huw has proposed Peter Cross for vice chairman, Terry has seconded proposal.
Acceptance of office form signed.
5. Council Vacancies
Discussion of people that are known that may be interested the work the community council does. Notice of casual vacancy to be
displayed for 14 days. Notices also taken by councilors to display around the village.
6. Minutes from last meeting – approved, amendments made to finance and village issues.
7. Matters arising
· PCC has written to the residents re hedge overhang – jenny has reported that hedge on left of roundabout has been cut.
· Tanyfron and Rock Road problem is being seen to.
· Veolia bus problem has been drawn to the attention of the road inspector.
· Vandalism at school – CCTV has been installed.
· Owners of Bath Cottage received a letter from PCC stating that they had received a letter from Community Council asking them to tidy
up the gardens and surrounding grounds. This was not written by community council – Derek to investigate.
· Ownership of pub needs to be confirmed. Clerk to investigate.
8. Highway Matters
· Local resident has written directly to Trunk Road Agency re speed issues in village especially on The Fron. Possibility of red
on entrances to village and road marking changes at junctions to Tanyfron, Road Road and Mill lane. Derek to follow up.
9. Village and Community Issues
· Concern over resident in layby on The Fron, living in motor home. Clerk to write to police and highlight residents objections.
T The vehicle has been there for approx 3 months.
· Circular Trials – 44ft Bridge has been erected today over clwedog brook. When work is completed community council to advertise to local
groups possible usage of circular walks.
· Community Centre Constitution has been rewritten and to be finalized at next meeting on 7th October. It will then go to charity
commission and Powys County Council for approval.
· Plans to improve community centre include new tarmac at front of building and new signage. Derek has been asked for his assistance
with the tarmacing. Planning permission may be necessary. Plans will take time to implement but all positive.
10.. Website Update
· 2600 approx hits so far. August and September were quieter months.
· Averaging 2/3 new hits per day.
· New front page – reference to new emergency number and link.
· New 2nd page with increased index.
· Crossgates CP School link has been removed due to technical and data protection issues. Relevant information will now be directed to
Peter via Derek appropriate for website viewing.
· Golden Age club details have been added; with details of their clubs activities.
11. Financial Reports
· HSBC Current Account £111.19
· Precept received 31st August
· Invoice for annual website hosting £67.85 – paid
· Invoice for hall hire £30.00 – paid
· Mandate for HSBC new signatories completed.
12. Correspondence
· Rural Development Plan – too late to action
· Air Ambulance – no action
· Local society of clerks – noted – to be filed.
· WAG – no action
· Wales Audit Office – Financial arrangements efficiency – no action
· LHB plan – comments by 11th November – Peter to comment
· Wind farms consultation – Phil to comment
· WAG partnership agreement – to be filed.
13. Planning
· P2009 0835 – garage and driveway on meadow rise – no objections
· P2009 0217 – Dan y deri – enforcement officer to be contacted re tree cutting that has commenced 16th September re point 6a) of planning order.
· Delegation lists for Feb-Aug 2009 received and filed.
14. Any other Business
· New contact list issued.
· Agreed that minutes and agenda will be issued 7 days before the date of the next meeting unless special arrangements are requested.
