Minutes of the meeting held on Thursday 6^th March 2008

3.       Highways Matters

• Part Night Lighting Survey results: total no. of responses = 57 from 190 posted

J Early to write to Brian Davies, PCC, with results and recommendations from community council – Penybryn, Meadow Rise, Badgers Green supporting turn off by 100%. Tanyfron, Guidfa Meadows and Rock Road to have alternant light turned off.  Request also for time scales of turning off.

• Resident on Guidfa Meadows has requested a drop curb adjacent to school works entrance -  D Price to contact Trunk Road Agency.
• Community Speed Cameras – no other councils interested in scheme so deemed as too expensive to fund alone.

4.       Update from Fred Barker, PCC

• The old Hay & Brecon Farmers site is being used for storage of telephone cable equipment whilst renewals from Shrewsbury to Swansea are carried out.
• Plaaning application for Oak Tree Meadow site was met with objection from Fred Barker and Radnorshire Wildlife Trust due to rare grasses being on this site.  Plans to relocate said grasses to new school site is proposed.
• Housing development on old market site in Penybont – phase 1 to be completed by August 2008.  Naming of site given to local school/council – possibility of ‘The Old Market Meadow’.
• Mon 3^rd March – Full council meeting attended – Main issue that Audit Commission filed a condemning report of shire planning committees.  PCC went to standards and scruntiny and the result was for one county planning committee, it went to vote and 27 voted for shire and 32 voted for county.  This will be in operation from June 2008.
• Re. letter received from Garry Price about election counts and where they should be carried out – he thinks they should be within shire boundaries.  No strong feelings held by community councilors.
• F Barker to chase up planning register which is supposed to be available online with notifications by email – no information received to date.

5.       Financial Reports

• Operating account – balance £1409.39 at 22^nd February 2008.
• National Savings Account Book sent to record balances of interest for final closing figure.

6.       Correspondence

• Invitation to Post Office Meeting – Wed 19 March 7.00pm, Council Chambers,  N Shepperd and H Jeffreys to attend.
• Copy of Electoral Role – J E to file
• Letter from Cefngwlad – re development of your local shop.
• One Voice Wales – Membership application – no interest
• Local Government elections posters for candidates – D Price to put in Post Office and on Powys intranet.

Fred Barker has left the meeting.

7.       Planning Applications

• P2008 0217 – Dan y Deri – Outline direction for a detached dwelling – no objections.

8.       Any other Business

• N Shepperd to email councilors when planning applications are received by him due to short turn around timescales and expiring before next meeting.  Com. Councilors can then decide if they would like to see the application prior to the meeting.
