Minutes of the meeting held on Thursday 4th September 2008

3.       Highways Matters:

• Bus Shelter – letter received from PCC, they will respond to our initial letter within 20 days of 27th Aug 2008.  D.Price to get quotes for movement and relocation of bus shelter and also contact Trunk Road Agency.
• Traffic/Speed counter in village – Letter received from Tony Caine, D Price to write again to question who (which agency) actually carried out count.

4.       Update from Fred Barker, PCC

• Nothing to report

5.       Financial Reports

• Audit – approved by internal auditor, David Morris
• Still awaiting war stock certificate from Lloyds
• Community Centre Management Grant – request for AGM minutes to view last years expenditure of £1000 given by Community Council before this years donation is released.

6.       Correspondence

• One Voice Wales – conference update – no action
• Prime Cymru – wanted over 50 volunteers – N Shepperd to read
• PCC – election of one town or community councilor to the sub-committee of the standards committee – not enough information received so council has declined to vote.
• PCC – changes to the registration service in Powys questionnaire – filled in, clerk to post
• PCC – invitation to town/community council meet and greet – Nick and Peter to attend
• PCC – Street Lighting Consultation letter
• PCC – Planning delegation list for July
• PCC – Appeal letter for illuminations @ Knills garage – to be filed
• Email from PC Ailsa Lawton – invite to attend October meeting.

7.       Planning Applications

• Dan y Deri queries – Huw to email clerk his queries
• P2008 1221 - Badgers Green objections to be emailed to PCC Planning Department:-
  • They would like to query the plans as the original plans submitted where for 10 houses not 22 houses
  • 22 houses is an intensive planning application for a ‘rural area’
  • The sewage system for that area is documented that it is to full capacity, so could/would not be able to service another 22 dwellings
  • There is concern re road movements as on the plans there is no garage or parking areas for the dwellings
  • The style of the houses are different to the Phase 1 badgers green so may devalue the existing houses – not good considering the current market position
  • There are no plans for a play area or increase to amenities in the plans.  Planners often say they will contribute to the local school – if this happens the money goes through county and is rarely seen directly by the school.
  • Increase in traffic movements.
  • Economic value and sell ability of houses in current market
• P2008 1285 – No objections

8.       Any other Business

• Community Council website – to include planning applications; minutes; finance etc.  Community website to include link to school website; church newsletters; articles; lost and found; PO and garage opening times; message board; bus timetables.  All initial ideas.  Peter to contact local web developer in village.
• Clerk to ask for quotes from Nick Talbot, PCC.
• Jenny Bowman has signed Declaration of Office, clerk to forward to PCC.
